Licences: what do I need on the Moselle?
The thresholds differ between Luxembourg and Germany, which is a common source of confusion. In Luxembourg a licence is required from 7.35 kW of propulsion power; in Germany the limit on the inland stretch is 15 hp, about 11 kW. Anyone travelling between Schengen and Trier changes jurisdiction several times — when in doubt the stricter rule applies, which is the Luxembourg one.
For chartered houseboats, France and partly Germany issue temporary charter certificates granting limited authority after an introduction. Anyone chartering a boat in Luxembourg should check with the operator which papers are needed for the planned route — heading towards Trier you change jurisdiction several times.
Luxembourg boat licences
Luxembourg has two leisure-craft licences. Both apply to vessels up to twenty metres and from 7.35 kW of power — and both cover jet skis and similar craft.

Boats up to 20 m, jet skis
- Permis fluvial
- The inland licence. It allows you to command a leisure boat on inland waters — exactly what is needed on the Moselle, under power or under sail.
- Permis côtier PLUS
- The coastal licence. It applies in maritime waters up to six nautical miles from the coast. Not required on the Moselle, but the natural addition for anyone heading to sea.
Where to get it
Both licences are offered in Luxembourg by private schools and clubs, with theory and practical training. It makes sense to take the radio certificate at the same time — locking through on the Moselle is awkward without radio.

Registration and papers on board
Leisure boats on the Moselle carry an official or officially recognised registration. In Luxembourg these are the marks prefixed LG, visible on many boats in Schwebsange harbour or at the landing stages in Remich and Grevenmacher. On board you should have the registration document, the licence, the radio certificate if VHF is fitted, and proof of insurance.
Radio
Locks are called on VHF; the channels are listed for each lock in the overview. Radio operation on inland waterways requires an operator certificate — in Luxembourg it is called CORVNI, in Germany UBI. Anyone without a radio uses the self-service leisure-craft locks or announces themselves by phone; the numbers are also in the lock overview.
Channel 10 is ship-to-ship traffic, on which commercial vessels arrange their passing. Listening in is worthwhile even without intending to transmit: you then know who is coming towards you round the next bend.
Radio certificates in Luxembourg
Anyone operating a radio set needs a certificate — regardless of whether the boat is required to carry radio. In Luxembourg the Institut Luxembourgeois de Régulation runs the examinations and publishes the question catalogues. The legal basis, since October 2025, is Règlement ILR/F25/3.
- CORVNI
- The certificate for VHF inland waterway radio — exactly what you need on the Moselle to call locks and take part in ship-to-ship traffic. In Germany the same certificate is called UBI; the two are mutually recognised.
- SRC
- Short Range Certificate for maritime radio at short range, with DSC. Not required on the Moselle, but useful for anyone heading to the coast. The exam includes a dictation.
- LRC
- Long Range Certificate for worldwide maritime radio. For cruising areas beyond coastal stations.
The handbook belongs on board
Every vessel with a VHF set must carry the Inland Waterway Radio Handbook in its current edition. Electronic form is permitted as long as it can be made readable at any time. It contains the traffic-centre channels — precisely the detail that matters in an emergency, because inland waterways have no single distress channel.
Where to learn it
Courses and examinations for CORVNI, SRC and LRC are offered in Luxembourg by schools and clubs, usually in German and French. The question catalogues and registration forms always come from the ILR and are listed below.

Right of way and conduct
The principle on the Moselle is quickly explained: small craft do not obstruct large vessels. A leisure boat gives way to a freighter, not the other way round — even when formally in the right. Freighters navigate in the fairway, have a long stopping distance and a considerable blind spot ahead. Keep right, cross the fairway briskly and at right angles, and do not run close ahead of a large vessel.
In the impounded reaches the current is slight; below the weirs it can be considerable. The area immediately below a barrage is closed — the water there is unpredictable. Local speed limits are signposted, particularly in front of harbours and landing stages; suction and wash are not trivial when boats lie alongside floating pontoons.
When is the best time?
The season runs from April to October. In spring there is more water in the river and less traffic, but some visitor berths are not yet in operation. High summer brings full harbours and, in dry years, low water. September is a well-kept secret on the Moselle: warm water, empty pontoons, the grape harvest on the slopes.
In winter leisure boating largely stops. Some locks are under maintenance, operating hours for leisure craft reduced or suspended. Anyone wanting to travel in winter must read the notices to skippers carefully.
